Institute of Medicine Report issued on Lovell FHCC integration

NORTH CHICAGO, Ill. – In 2010, the Acting Assistant Secretary of Defense for Health Affairs asked IOM to undertake and report on an evaluation of Lovell FHCC.  The purpose was to conduct a study to evaluate whether the integrated Department of Defense/Department of Veterans Affairs (DoD/VA), Captain James A. Lovell Federal Health Care Center (FHCC), is more beneficial to DoD and VA than their independent facilities in serving the needs of their eligible populations. 

The study tasks included:
 1. Assessment criteria
 2. Performance benchmarks
 3. Lessons learned from other federal and private-sector health mergers
 4. Stakeholder concerns
 5. Staff training

The published report recognized Lovell FHCC staff for the planning, implementation and stand-up of the FHCC in addition to their regular responsibilities. 

The report identified five recommendations for DoD and VA before considering additional federal health care centers:
 • agreed upon governance plan and common policies and procedures
 • interoperable or joint DoD/VA electronic health records system becomes available
 • develop criteria for selecting future federal health care centers
 • systematically compile and analyze lessons learned from Lovell FHCC
 • develop a comprehensive evaluation framework with defined and measurable criteria for assessing performance
